Every state has their own requirements which may be the same in other states or they can possibly vary as well from state to state. Take a look at your State Government Web Site to find the proper authority. You could also Google Independent Auto Dealer Association for your state. There is also a National Association for Independent Dealers and they could possibly give you some contact information. Most states require a bond, a place of business and address, some posted hours of operation, and staffing during those hours, and sufficient working capital.
